  5. Make projects owned by disabled users searchable on the project list page

    currently from the project list page we can olny search fpr projects that are owned by an enabled user. There are multiple instances where we we know who the project owner was, we know they have a project we need to find, but we cannot search for that user because their account has been disabled.
